Message   dear figaro,
i'm yet to check this out myself, but the word is that great stuff is happening in Hungary and possibly Spain, apparently they do something like a "10 week intensive" which includes lessons/consultations as well as master classes with the local and visiting artists........i'll check it out a bit more......
Are you interested in Australia, at all? all the best, Nela

Message   Well, I hope this helps. About Europe, I do not know specific ones about composition, I know more about performance. I can share one that is in USA and you can think about it. It is Aspen Music Festival in Colorado...but I am affraid it's a little bit late to apply now. One gets to study with a teacher and sometimes guest composers come in and have masterclasses. Another place is Interlochen, Michigan-only for people who are not older than 18 or 19 years. (High-school students).

About Europe, I would encourage you to search the web a little bit. Many countries (England, Germany, Austira, France, The Balkans.....and so on), have summer music festivals, and they have lots of guest performers and composers. Often those guests give masterclasses. Also, check the what's going on in the music schools, conservatories, in the particular country that you are interested in. They are usually updated or connected to some music events in the summer. I am sorry I cannot be mores specific. If I find anything in meanwhile I will surely let you know. Ciao.
